Shang Wenqi said that safety risk monitoring and early warning is an effective “technical prevention” means to achieve the advance of safety production and prevent and contain accidents, the Ministry of Emergency Management has specially formulated the implementation plan for the digital transformation of safety supervision in key industries, and strives to improve the digital and intelligent level of resolving major safety risks from the source, and promote the transformation of safety governance model to prevention in advance.
“At present, we are accelerating the risk monitoring and early warning work in accordance with the three stages of pilot exploration, comprehensive promotion and consolidation.” Shang Wenqi said that the first is to carry out pilot projects and explore monitoring and early warning paths. In 2022, pilot work on risk monitoring and early warning of dust explosion-related enterprises will be carried out in Jiangsu, Zhejiang, Shandong and Guangdong provinces. This year, in Hebei, Hubei, Guangdong, Inner Mongolia, Shandong and Yunnan provinces, iron and steel enterprises and aluminum processing (deep well casting) enterprises safety risk monitoring and early warning pilot. Through the pilot work, the general version of the software system has been developed, and the five-level monitoring data of the ministry, province, city, county and enterprise has been connected, and the disposal mechanism of alarm and early warning has been explored and established. Next year, in accordance with the unified deployment of digital transformation work, we will promote the installation of video surveillance systems in the production workshops of metal dust and wood dust enterprises with more than 30 people, install data acquisition devices in the safety equipment and facilities related to the dust removal system, integrate the monitoring of enterprise power big data, analyze and identify abnormal behaviors such as open stop and dark open, false offline, etc. Intelligent research and judgment of illegal hot operation and dust cleaning, real-time monitoring of the operation status of relevant facilities and equipment, and actively exploring the safety and intelligent management and control of workplaces of dust explosion-related enterprises.
The second is to promote it comprehensively and promote key enterprises to do all they can. Starting this year, the national promotion of dust explosion-related enterprise monitoring and early warning work, next year to start nationwide promotion of steel, aluminum processing enterprise risk monitoring and early warning system, promote the provincial emergency management departments to start system deployment, access to enterprise monitoring data. At present, 533 dust explosion-related enterprises, 56 iron and steel enterprises, and 52 aluminum processing enterprises have been connected to the monitoring and warning platform. By the end of 2025, it is planned to promote the monitoring network of these three types of industry and trade enterprises “should be connected”.
Third, consolidate and improve the level of intelligent safety supervision. On the basis of access to enterprise monitoring data, we will continue to improve the risk assessment model, establish and improve the disposal mechanism of alarm and early warning, and finally achieve real-time risk monitoring, dynamic early warning, intelligent research and judgment and timely disposal. Through the application of information technology such as monitoring and early warning, it provides comprehensive and three-dimensional risk management means for industrial and trade enterprises, and promotes the transformation of traditional supervision mode to scenario-based supervision and online and offline law enforcement, and constantly improves the efficiency and level of regulatory law enforcement.
